What Outturn checks

Outturn checks with fixed rules, not guesses: the same data always gives the same answer. For each module below you see the data it needs, the rules that compare it, what they find, the evidence you are shown, who decides and how any money figure is computed. The rules are listed straight from Outturn's own rule registry.

A check is listed only if imported data can really feed it. Checks whose input no import supplies yet are not listed.

Rail billing

Checks what a carrier bills for wagons against your own wagon times and weights.

Data needed
The carrier's statement or invoice lines per wagon, your own wagon records (arrival, placement and handover times), the waybill mass and your rail-scale weighings.
What the rules compare
Wagon-hours and storage-organisation days are recomputed from your own times at the published LTG Cargo tariff. Freight mass billing and the per-wagon net weight are compared with the waybill mass.
What they find
Hours or days billed that your records do not support, a freight line billed on a different mass than the waybill, a wagon whose weighed net differs from the waybill beyond the scale tolerance.
What evidence you see
The statement line and your own record side by side, the tariff with its citation, the rule version and the arithmetic, down to the source rows.
Who decides
The department that owns the finding. A person with permission for that department acknowledges, resolves or dismisses it; a note is required to resolve or dismiss, and who did what and when stays in the history. Limits and conditions
The time-based rules are written for LTG Cargo. For other carriers only the per-wagon weight comparison (RAIL-04) is ready; their wagon-time charges are added after their published rules are set up.

Weighbridge

Checks that each weighing is arithmetically and physically plausible.

Data needed
Weighbridge tickets with gross, tare, net, times and scale; for the tare check, the vehicle's earlier tares.
What the rules compare
Net must equal gross minus tare. A preset tare is compared with the vehicle's own history. The interval between the gross and the tare weighing must be plausible.
What they find
A ticket whose net does not add up, a tare that looks overstated, a gross-to-tare interval that is too short or too long.
What evidence you see
The ticket's own figures, the tolerance and its source (scale-class limit or your policy), and the earlier tares used.
Who decides

Limits and conditions
WGH-02 uses an interpolated estimate, so treat its result as a question to the weighbridge team, not as a conclusion. Instrument validity is listed under Regulatory and HSE thresholds.

Gate and trucks

Checks that gate visits and weighbridge tickets match each other.

Data needed
Gate visits (plate, in and out times) and weighbridge tickets with the plate; for turnaround time, a limit you set.
What the rules compare
A gate visit should have a ticket and a ticket should have a gate visit within a grace period. Turnaround time is compared with your own limit.
What they find
A truck that passed the gate without being weighed, a ticket for a vehicle that never checked in, a visit longer than your limit.
What evidence you see
The gate record and the ticket by plate and time, the grace period applied, and your limit with its source.
Who decides
The department that owns the finding. Limits and conditions
The grace periods are Outturn's own defaults, not a legal rule. The turnaround check runs only after you have set a limit. Booking no-shows are not checked yet.

Stock

Checks that the quantity of every lot adds up over time.

Data needed
Stock movements per lot: intake, outturn, adjustments, survey adjustments and title transfers.
What the rules compare
Opening balance plus intake minus outturn and adjustments is compared with the closing balance and with a survey. A balance must never go negative. A title transfer must move the same quantity out as in.
What they find
A balance that does not roll forward, a negative stock, a transfer whose two sides differ.
What evidence you see
The movements that build the balance, row by row, and the survey figure used.

Limits and conditions
Without a survey adjustment for the lot, the roll-forward comparison is shown as not computable. Title-transfer pairs are matched by a reference written in the movement reason.

Customs and documents

Checks customs deadlines, reference links and document lists.

Data needed
Temporary-storage lines and stock, ENS, transit and export references (MRN), vessel call times, and the identifiers on every list (wagons, tickets, documents).
What the rules compare
Temporary storage is aged against the 90-day limit and its balance against the discharges. References must be linked before storage starts and an export MRN must not be reused. Declared mass is compared with discharged mass. Identifiers are checked for duplicates, and every unit must appear on every list it is expected on.
What they find
Goods close to or past the 90-day limit, a storage line without a linked reference, a reused MRN, a declared mass that differs from the discharged mass, a duplicated number, a wagon on one list but not on another.
What evidence you see
The register line, the reference and the movement rows behind each figure, with the legal limit cited in the rule.
Who decides

Limits and conditions
Outturn reads the files you export; it does not file anything with customs. The ENS timeliness check covers sea transport only, and the ENS and export-closure checks run only after you have set their parameters.

Billing leakage

Checks that everything you did is billed once and at the right amount.

Data needed
Completed work orders, invoice lines and your rates; vessel gross tonnage and the port-dues charges on your invoices.
What the rules compare
Completed work is matched to an invoice line. A unique visit, lot, service and date must be billed only once. The Klaipėda port infrastructure charge is recomputed from gross tonnage with the published charge rules.
What they find
Work done but not invoiced, the same service billed twice, a port charge that differs from its recomputation.
What evidence you see
The work order or charge rows, the rate and where it comes from, and the recomputed amount.
Who decides
The department that owns the finding. The unbilled-work check runs only after you have entered your rates. The port charge uses a default vessel category unless your data says otherwise.

2027 e-documents

Prepares the data the 2027 electronic transport documents will need and compares it with what was actually weighed.

Data needed
eFTI consignment XML (road), your weighbridge net readings and the delivery time.
What the rules compare
The mass in the transport document is compared with your net weight. A shortage opens the CMR reservation window (7 days excluding Sundays and holidays when the loss was not apparent) as a countdown. Outbound consignments are checked for a complete eFTI data set.
What they find
A document weight that differs from the weighed net, an open or expiring reservation window, data elements missing from an outbound consignment.
What evidence you see
The consignment's data elements, the weighbridge reading with the tolerance, and the registry version of the data set.
Who decides

Limits and conditions
Outturn prepares and checks data; it does not submit to an eFTI platform and is not a certified eFTI platform. The legal applicability of each data-set profile has not been reviewed, so a completeness result is not a compliance statement. The weight check runs only after you have set a tolerance. The holiday calendar covers Lithuania, 2026 to 2028.

Regulatory and HSE thresholds

Projects stock against the legal thresholds you configure and watches instrument verification dates.

Data needed
Your Seveso thresholds and stock per substance (and the booked inbound quantity, if you have it); the scale register with verification expiry.
What the rules compare
Live stock plus booked inbound quantity is projected against the lower- and upper-tier thresholds you entered. Each weighing instrument must have a valid verification.
What they find
A projected threshold crossing before the goods arrive, a scale used after its verification expired.
What evidence you see
The stock rows, the configured threshold with its source note, and the instrument record.
Who decides
