Contract and customs compliance checks for terminals

Last reviewed:

Outturn's Contract Compliance worker checks the terminal's records against contract terms and the regulatory obligations attached to them. That covers moisture deductions, scale validity, stock adjustments, title transfer, Seveso thresholds, temporary-storage ageing, ENS timeliness and MRN reuse.

The problem in one sentence

Contracts and customs rules set numbers (a moisture base, a 90-day limit, a threshold) and the terminal's systems record the reality; nobody compares the two until an audit, a claim or a fine.

What the worker checks

CheckRule it tests
LAB-02Moisture deduction applied vs the contract base
WGH-05Weighing instrument within its verification validity
STK-02Stock adjustments carry a reason and an approver
STK-03Title transfer recorded consistently
STK-06Dangerous-substance quantities vs your Seveso thresholds
CUS-01Temporary-storage ageing against the 90-day limit (UCC Art. 149)
CUS-02Temporary-storage line balance (in − out = remaining)
CUS-05ENS lodged within the time limit for the mode (sea today)
CUS-13An export MRN reused across transit movements
QTY-07Declared (ENS/temporary storage declaration) mass vs discharged mass

Example finding

Example — synthetic data, invented for illustration. Not a customer result.

Temporary-storage line TS-0412 on a demo terminal: 3,200 t of non-Union steel coils, day 81 of 90. CUS-01 raises a case to Customs & compliance with the storage line, the arrival record and the article reference. The goods are placed under a procedure on day 86; the next check run closes the case.

CUS-01 reports the value of the goods at stake, not money at risk, so Outturn does not add it to the money-at-risk total.

Data you need

  • Customs registers: temporary-storage lines, ENS and transit references, export MRNs.
  • Lab results and contract moisture bases (LAB-02).
  • Stock movements and adjustments; a list of your scales with verification dates (WGH-05); your Seveso thresholds (STK-06).

How fast you can start

Customs registers and stock movements can be uploaded on day 1 of the free trial. WGH-05, STK-06 and CUS-05 give results only after their thresholds or dates are configured.

Honest limits

  • Outturn does not file declarations or ENS and is not a customs authority.
  • ENS time limits are computed for sea transport today; road and rail are not yet computable.
  • A finding is a review item, not a legal opinion.

Frequently asked questions

What does the Contract Compliance worker check?
Contract terms and the regulatory obligations attached to them: moisture deduction vs contract base (LAB-02), weighing-instrument validity (WGH-05), stock adjustments with reason and approver (STK-02), title transfer (STK-03), Seveso thresholds (STK-06), temporary-storage 90-day ageing and line balance (CUS-01, CUS-02), ENS timeliness (CUS-05), MRN reuse (CUS-13) and declared vs discharged mass (QTY-07).
How long can goods stay in customs temporary storage?
Under Article 149 of the Union Customs Code, non-Union goods in temporary storage must be placed under a customs procedure or re-exported within 90 days. Outturn counts the days per storage line and warns before the limit.
Does Outturn file customs declarations or ENS?
No. The declarant or carrier files. Outturn checks the terminal's records against the rules and reminds the right person in time.
Where do the thresholds come from?
From your contracts and your configuration (for example Seveso thresholds and scale verification dates) and from published rules with their source and effective date. Without a configured value Outturn reports 'not computable' instead of assuming one.
